Basic Qualifications :

  • Bachelor’s Degree inChemistry or Biology from an accredited college/university

  • Seven years of electric utility operations related experience

Position Summary:

Under direct or general supervision, reports to a designated supervisor of a section, division, or department. Responsible for general and specific assignments involving complex and novel types of plans, investigations, surveys, environmental impact assessment, major regulatory issues, permits, approvals, comments, and expert testimony preparation and presentation. Duties require a complete knowledge of accepted practices in the specialty area and a knowledge of principles and practices in related specialties, in order to resolve a variety of highly complex problems such as conflicting mitigation measures, prioritizing demands and constraints, and presenting diverse technical issues to regulatory authorities and the public. Has supervisory guidance only in terms of specific objectives and critical issues and has authority to make independent decisions on scientific methods and analyses. Cooperates with employees in other sections, divisions, and departments with whom his work brings him in contact. Consults with his supervisor, or Principal Scientist on the more difficult problems arising in the work and advising them of unusual situations.

Primary Responsibilities:

  • RepresentstheCompany,negotiates with regulatorypersonnel on technical areas of permits, approvals, demonstrations,studiesandmonitoring programs and alleged noncompliance

  • Employs diversified knowledge of scientific principles and practices and devising newapproaches to problems encountered,plans,schedulesandcoordinates detailed phases of major environmental programs, establishing objectives, program design,methodology, data analysis andpresentation

  • Performs highly scientific work on the most complex problems and projects in a particular field of science,such as chemistry, biology, and meteorology

  • Coordinatesandexecutessuchtechnical investigations, economicstudies,operatingstudies,designs, tests, longrangeplans, forecasts, cost estimates, computations, inspections,inventories,and reports as may be required for the completion of hisassignment

  • Acts as project scientist on highly complex projects, such as monitoring very complex study programs, major impact assessments, complex modeling studies,and overall responsibility for complex environmentalstudy programs containing interdisciplinary investigations

  • Monitorsnewenvironmentalregulations;analyzespotential impacts on theCompany; develops Companycomments on proposed regulations;and aids inthe assessmentand implementation of finalregulations

  • Instructsandtrainspersonnel of lower rating or less experience on thetechnical aspects of their jobs, as assigned

  • Counsels with customers,environmentalconsultants,andregulatorypersonnelregarding Companytechnicaland commercial policies andthepresentation of highly complex environmentalissues, as assigned

Preferred Skills :

  • Additional post-secondaryeducationinthe form of a Masters Degree or field of study certifications

  • Experiencein project management with demonstrated ability to lead and work in a team environment

  • Strongcommunicator both oral and written with highly developed inter-personal,trainingandcomputerskills

  • Willingness to work in a unionenvironment
