Position Summary

Position assists Deputy Treasurer of Operations in managerial oversight, coordination, planning, and administration of all operation processes. Provides work direction, training, and supervision to direct reports. Establishes and enforces standards for controlling organizational processes and the integrity of data through the production process.

Manages administrative support functions for a variety of human resource and operational initiatives. Provides work direction, training, and supervision to subordinates and modifies work load/schedules as appropriate. Position contributes to budget planning activities and provides general administrative and operational supervision in the areas of recruiting, new employee hiring, record keeping, data tracking, and resolving employee issues. Reports to and advises the Deputy Treasurer of Operations on all human resource and operational functions within the agency.

Position Responsibilities

Provides work direction, training and supervision to subordinates in preparing and implementing the procedures for property tax collections for the Marion County. Schedules/prioritizes subordinates' workloads and resolves technical questions and concerns.

Collaborates with Deputy Treasurer of Operations in formulating administrative, financial, and office management policies, procedures and strategies. Reviews operational data, budget, staffing and like items to assure work unit effectiveness, and advises on processing and operational practices as necessary.

Supports Deputy Treasurer of Operations in coordination with Information Services Agency (ISA) and technology vendors for all programming and scheduling for tax billing/collection, distribution of taxes, demand/judgment notices and tax sale.

Analyses and advises on purchasing of all office equipment and supplies. Works closely with vendors to ensure proper billing and accurate payment for services.

Contributes significantly to processes related to generating, printing, and mailing over 400,000 property tax bills annually. Ensures accurate input data and finished product.

Contributes to management of annual tax sale, offering liens for purchase on thousands of tax delinquent parcels in a fast-paced auction setting. Ensures that every aspect of planning and execution results in an organized and efficient process that serves taxpayers and all 42 units of government.

Examines operations and develops, recommends, and implements improvements for better control and

improved efficiency. Coordinates and conducts research assignments to streamline operational

effectiveness and promote best practices.

Executes special projects on behalf of the Treasurer. Confers with Deputy Treasurer of Operations, subordinates,

government agencies, private organizations, individuals, and taxpayers to improve processes and

resolve issues and concerns.

Occasionally attends professional conferences, seminars and training programs to stay abreast of current changes in law, software, technology and economic trends that affect the Treasurer's Office.

Coordinates with Deputy Treasurer of Operations to analyze, prioritize, and coordinate

organizational needs related to legislation.

Supports Deputy Treasurer of Operations in the hiring process, approves or performs progressive discipline or termination procedures, conducts performance evaluations, and formulates plans for staff training and improvement.

Receives, gathers, organizes, and compiles statistical data concerning work unit operations. Reviews

information to assure accuracy, completeness, and proper recording/filing procedures.

Qualifications

Bachelor's Degree in Business Administration, Political Science, Public Administration, or related field. A minimum of three (3) years managing staff. A minimum of three (3) year's prior related experience in an administrative role with progressive responsibilities. A minimum of one (1) year of experience in city, county, state government or not for profit environment. Previous experience with Human Resource activities, payroll, and budgets is required.

Excellent oral and written communications skills and customer service experience required. Must have the ability to make recommendations to effectively resolve problems or issues utilizing judgment that is consistent with standards, practices, policies, procedures, regulations, and municipal or Indiana Code. Must be computer literate with proficiency in Microsoft Office and an ability to learn new software quickly and have extraordinary attention to detail. Ability to analyze, project, and utilize spreadsheets, databases, and other software as required. Ability to coordinate multiple projects and meet various deadlines is essential.

This individual must be a critical thinker and possess a high level of personal responsibility for achieving results with an eye toward process improvement and efficiency.

Successful applicant will establish and ensure policies and procedures for the agency are adhered to in an effective manner by utilizing experience and judgment to plan and accomplish assignments in a timely manner.
