The Human Resources Business Partner/Recruiter facilitates movement of business objectives with employees and management in designated business units. Serves as a consultant to management on employee performance, behavior and other HR related issues, organization development and effectiveness. Acts as an employee champion and change agent. Assesses and anticipates HR related needs. Communicates needs proactively with other HR staff and management, and seeks to develop integrated solutions. Formulates partnerships across the HR function to deliver value added service to management and employees that reflect the business objectives of the organization. Maintains an effective level of business literacy about the business units, financial position and its mid and long range plans. Maintains an effective level of knowledge regarding employee and labor relations; diversity; performance management; federal, state, and local employment laws; and hospital policies, procedures and practices.

PRINCIPAL DUTIES AND RESPONSIBILITIES(*Essential Functions)

  • Administers and interprets the labor contract by ensuring that all aspects of the contract are implemented, both orally and in writing, on an as needed or requested basis.

  • Analyzes trends and metrics in partnership with business unit management and HR Business Leaders to develop solutions, trainings, procedures, programs and policies, as appropriate.

  • Assists with developing, coordinating and recommending changes for the improvement of workflow, cultural change, and organizational effectiveness and performance.

  • Conducts culture and work environment surveys; analyzes data to diagnose needs, challenges, and to determine appropriate organizational development interventions.

  • Conducts individual, department, and system-level assessment; provides team building assessment and strategies; recommends changes for the improvement of workflow by creating a workforce culture that is performance-driven; customer-oriented; team and results-focused.

  • Diagnoses, designs, and facilitates organizational interventions and integrated solutions.

  • Due to the interactive nature with the environment in totality, this role may interact directly with all levels of management and employees regarding the planned change process.

  • Intricately involved in day-to-day aspects of their designated business unit and meets regularly with Vice President, Directors, and Managers to provide HR guidance.

  • Leads or assists with Collective Bargaining negotiations.

  • Maintains in depth knowledge of legal requirements related to day-to-day management of employees, reducing legal risks and ensuring regulatory compliance.

  • Manages and resolves complex employee relations issues.

  • Oversees the Hospital's grievance process to assure consistency.

  • Prepares Hospital cases for presentation in arbitration hearings, as directed by supervisor.

  • Works closely with hospital attorneys, as required.

  • Provides Human Resources policy guidance and interpretation to all employees.

  • Provides day-to-day performance management guidance to management such as coaching, counseling, career development and corrective actions.

  • Provides effective application of process facilitation skills to examine the fundamental infrastructure of the institution or work unit, and provides the necessary tools to improve the way the organization conducts business.

  • Enables employees to engage in work improvement process efficiently and systematically.

  • Provides guidance and input on business unit restructuring, workforce planning, and succession planning as appropriate.

  • Works closely with management and employees to improve work relationships, build morale, increase productivity and retention.

  • Working knowledge in multiple Human Resources disciplines: compensation practices, organizational effectiveness, organizational development, labor relations, federal, state, and local employment laws and regulations.

EDUCATION

Bachelors Human Resources, Business Management, Organizational Development, or Similar Area Required

  • 5 Years Human Resources Employee Relations Required
